[arch-general] export runs and emacspeak doesn't

Okay, changing DTK_PROGRAM=espeak produced identical results to 
DTK_PROGRAM=eflite which is process no speaker running as the final 
message in emacspeak.  Apparently both servers need -Ltcl8.4.  This is 
good to know since now I get some disk space back.
