[arch-general] system locale messages readable only on tty1 !

I found some kind of ugly workaround, by putting
setfont Cyr_a8x16 -m cp1251
in ~/.bashrc ; however the question why systemd-vconsole-setup does not
affect the rest of the ttys at startup still remains...
