[arch-general] sysctl.conf.pacsave messages of archlinux.org and archlinux.de are different

Is that so? https://bbs.archlinux.de/viewtopic.php?id=24829 seems to
say exactly that: these settings aren't needed anymore because they're
kernel defaults now.
