Actually I think the voting system works as an indicator of eligible or not, 
but not at all for priority.

For example, community/aurphan is a helper tool in the official repos. The "-
e" option will give a list of installed AUR packages that having at least 10 
votes.

An Arch Linux Developer or Trusted User can occasionally query the AUR (or use 
some tool like aurphan) looking for those he/she want to move. Take myself as 
an example, I have used aurphan to find dozens of python packages to move to 
[community].
