Reporting back - below still didn't sleep the laptop.

   I changed logind.conf to have

HandleLidSwitch=suspend
LidSwitchIgnoreInhibited=yes

  Then did systemctl daemon-reload
  Then closed lid - nothing happened - no suspend. The journal logs this:
