[arch-mirrors] Mirror update(archlinux-za.mirror.host1plus.com)

The provider moved the server to a new hardware without any notice and in
consequence it got a new IP address, this explains why the mirror is out of
sync for so long, sorry about that.

Please take a look on this request[1] and let me know if you need anything
else!
