[arch-mirrors] Promoting to Tier 1?

Hi,

We do not have any data about our mirror's load. I'd expect traffic
patterns to change rather slowly since we do not directly control them
(each user and mirror admin decides for themselves which mirror to use).

That said, I believe your mirror is in the United States and we already
have a sufficient number of powerful mirrors there. Adding another tier
1 mirror would not be very useful to us. Thank you for the offer though.
