Question: What is the use-case of setting the domainname in the
absence of yp-tools? Is this common? Would it be acceptable to keep
yp-tools in extra? (I wouldn't be opposed moving it to core, I'd just
like to understand the reasons).

Maybe you should get in touch wit the net-tools/yp-tools/coreutils
maintainers (whoever they are) to get their sign-off's on this?
