[aur-dev] [PATCH] UPGRADING: Remove reference to Archive_Tar

The Archive_Tar PEAR module is no longer needed as of commit
acdf9a85a0ff320f55d6eebb2ba7550fea61a5bb. Remove the associated
upgrading instruction.
