Hmmm..... http://ftp.archlinux.org/community/os/x86_64/ shows 
python-sqlalchemy-0.4.8-1.pkg.tar.gz uploaded on the 4th of December.  
So, it has been uploaded.   No idea what is up with the pkgdiff page though.
