MarsSeed [1] filed a deletion request for python2-paste-deploy [2]:

Only the Python 2 based Loggerhead package used this.

That was the "web interface for Bazaar reposotories",
and was discontinued in 2011.

Now it's already gone from AUR, so
functionally nothing uses this anymore.

It is available for Python 3 if someone needs to use the capabilities
it can provide.
