Hm no, I don't have an easy test case for this, since I had to trigger a
pacnew extraction :

1) Fake the md5sum of a config file in the database.
For example, open /var/lib/pacman/local/xorg-twm-1.0.1-2/files , and replace
one char in the md5sum of twmrc

2) edit that config file.
echo bla >> /etc/X11/twm/system.twmrc

3) enable french locale, eg fr_FR.utf8

4) reinstall the package
LANG=fr_FR.utf8 pacman -S xorg-twm
