[pacman-dev] Lack of .FILELIST seems to break namcap

Sorry if it wasn't clear. Yes, the problem is that .FILELIST is missing.
Look at my patch, the only thing it does is disabling the check for 
.FILELIST.
After that, namcap works fine.
