Run ./configure and read its helpful output!
You need something like:
LIBARCHIVE_CFLAGS="-I/opt/libarchive-3.1/include"
LIBARCHIVE_LIBS="-L/opt/libarchive-3.1/lib/ -larchive" ./configure
