[arch-general] Pacpartial: some support for partial upgrades

Hi list,

For a while I have been working on and testing pacpartial, a small program of
my own creation which aims to allow some degree of partial upgrades on Arch. It
attempts to find and update a "stale" tree of packages related to a given one,
to minimise breaks.

Currently it is a massive hack (Python calling pacman & pactree) but it works
well from my usage. I would love to use libalpm but cannot find
documentation! :)

Any tests, thoughts and comments are appreciated.
