[arch-general] cockpit-docker no longer in [community]

Here is the relevant bugreprot as to why it was removed.

"cockpit-docker was deprecated in version 215 and has been removed in 228. The
real issue is that I still published an empty package instead of removing it.
I'll drop it soon."
