arch-tmpfiles should not truncate directories when invoked with --create. This matches behavior from systemd's tmpfiles binary. As of filesystem-2011.12 this is not needed anylonger, and indeed blocks the chroot from being upgraded. As a workaround, recreating the chroot fixes the problem. Fixes FS#27640. The errors about unknown keys in boot messages are harmless, but annoying. Some keys may become unknown when some modules are disabled, yet the user may want to keep the sysctl.conf entries so they can take effect when the modules are subsequently (re)enabled.
